Preamble:

            Whereas it is necessary to frame Rules of the employees of the Indian Red Cross Society, Haryana State Branch & St. John Ambulance Association, Haryana State Centre, the Managing Body/Executive Committee is pleased to make the following rules regarding the recruitment and conditions of services of persons appointed to the Indian Red Cross Society/St. John Ambulance Association (Haryana State Branch).

Part – I : General

Short Title And Commencement:
i)              These Rules may be called the Indian Red Cross Society & St. John Ambulance Association, Haryana State Branches (Headquarters) Staff Rules, 1986.

ii)        They shall be deemed to have come into force with effect from the date they are approved by the Managing Body of the Indian Red Cross Society, Haryana State Branch /Executive Committee of St.John Ambulance Association, Haryana State Branch.

iii)       They shall apply to whole-time salaried employees of the Society/Association, and to the personnel employed on contract or agreement basis in respect of matters not regulated by the contract or agreement except those engaged on daily basis or on part-time basis.

Definitions:

2.         In these Rules unless the context otherwise provides:

(a)       "Society" means the Indian Red Cross Society, Haryana State Branch (Headquarters)

(b)       "Association" means the St. John Ambulance Associations, Haryana State Branch (Headquarters).

(c)       "Managing Body" means the Managing Body of the Indian Red Cross Society, Haryana State Branch (Headquarter)

(d)       "Executive Committee" means the Executive Committee of the St. John Ambulance Association, Haryana State Centre (Headquarters).

(e)       "President" means the President of the Indian Red Cross Society/St. John Ambulance Association, Haryana State Centre (Headquarters)

(f)        "Chairman" means the Chairman of the Indian Red Cross Society/ St. John Ambulance Association, Haryana State Branch (Headquarter)

(g)       "Vice-Chairman" means the Vice-Chairman of the Indian Red Cross Society/St. John Ambulance Association, Haryana State Branch      (Headquarters).

(h)       "Secretary" means the Secretary of the Indian Red Cross Society/St. John Ambulance Association, Haryana State Branch (Headquarters).

(i)        "Family means a Society’s employee’s wife or husband as the case may be, residing with the Society’s employee and legitimate children and step-children residing with the wholly dependent upon the Society’s employees.  It includes in addition, parents, sisters, and minor brothers, if residing with the wholly dependent upon the Society’s employee.

Note 1.           The term "legitimate children" in this Rule does not include adopted children except those adopted under Hindu Law.

Note 2.           The term "child" or "children" used in this Rules includes major sons and married daughters so long so they are residing with and are wholly dependent on the    parent (the  Society’s   employee)   and subject to this condition being fulfilled, it includes widowed daughter also.

Note 3.           Not more than one wife is included in the term "Family" for the purpose of these Rules.

Note 4.           An adopted child shall be considered to be a child, if under the personal law of the Society’s employee; adoption is legally recognised as conferring on it the status of a natural child.

            (j)        "Personal Pay" means additional pay granted:

                        i)         To save the employee from the loss of salary due to any reduction of salary other than as a disciplinary measure;

                        ii)        Under exceptional circumstances in individual cases.

(k)       "Salary" means the basic pay, dearness pay, dearness allowance, special pay and personal pay, if any, and other allowance excluding overtime payment, conveyance allowance, house rent allowance and any other compensatory allowance.

(l)        "Service" means service in the Indian Red Cross Society, Haryana State Branch and /or St. John Ambulance Association, and shall include the period spent on duty as well as leave including extraordinary leave.

(m)      "Pay" means the basic pay plus dearness pay plus special pay, personal pay and any other component of salary declared as such         from time to time by the Society/Association.
